Japan — Path to Permanent Residency

Japan’s path has gotten significantly clearer in recent years:

  1. Start with SSW Type 1 (up to 5 years)
  2. Pass the advanced skills test and upgrade to SSW Type 2 (unlimited stay)
  3. Under SSW Type 2, bring your family to Japan
  4. After several years on SSW Type 2, apply for Permanent Residency

Starting in 2027, Japan is also launching the new Employment for Skill Development (ESD) program, which creates an even smoother pipeline: ESD → SSW Type 1 → SSW Type 2 → Permanent Residency.

Japan currently has over 300,000 Filipinos living and working there, with established Filipino communities, churches, stores, and support networks in most major cities.

The reality: Japan is increasingly welcoming of immigrants and has committed to bringing in over 1.2 million workers. The system is designed for you to stay.

South Korea — Path to Permanent Residency

Korea’s path is more limited:

  1. Work under the E-9 visa for up to 4 years and 10 months
  2. After leaving, you can re-enter through the EPS re-employment program after a 3-month cooling-off period
  3. Transitioning to a permanent visa is very difficult — Korea’s immigration system is not designed for blue-collar workers to become permanent residents
  4. Some workers transition to an E-7 (skilled worker) visa if they develop specialized skills, but this is uncommon

The honest truth: South Korea is excellent for short-to-medium-term earning, but it’s the hardest of the three countries for a Filipino worker to settle permanently. Korean immigration policy remains restrictive compared to Japan and Canada.

Canada — Path to Permanent Residency

Canada has the most established immigration system for permanent residency:

  1. Work under the TFWP and gain Canadian work experience
  2. Apply through Express Entry (Federal Skilled Worker, Canadian Experience Class, or Federal Skilled Trades)
  3. Alternatively, apply through a Provincial Nominee Program (PNP) — many provinces actively nominate workers in high-demand trades
  4. Some agricultural workers can apply through the Agri-Food Pilot Program

Canada’s PR system gives points for work experience gained inside Canada, which means every year you work there increases your chances. Additionally, Canada grants citizenship after just 3 years of permanent residency — one of the fastest paths to citizenship in the developed world.

However, it’s getting more competitive. CRS (Comprehensive Ranking System) scores for Express Entry have been fluctuating, and the government has been reducing overall immigration targets for 2025-2026.

Best Long-Term Path: Canada — if permanent residency and citizenship are your priority. Japan is a close second and improving rapidly. Korea is best for focused, short-term earning.
